This information would be on file in both Japanese and English. It is difficult for us to make the transition between English and Japanese. The FAA has jurisdiction over international flight, as does the country that the aircraft is flying over. In this particular case, it would be Japan.
We defy anyone to offer proof that this is not a genuine UFO. If you are fluent in Japanese and English and are willing to aid in this investigation, we would love to hear from you. Please contact webmaster@uforc.com
UPDATE: February 24, 2008
Here are the last 3 frames from the series of 14 shots. These are in order, and the metadata (*snip*) gives the times as 9:37:44, 9:37:56, and 9:38:24. The second shot shows the object and the first shot was taken 12 seconds earlier and the third shot was taken 28 seconds later. I can send a high-res jpeg of the ufo shot if necessary. I ended with a classification of CE-II because it was physical evidence, probably the best we are going to come by in this world of empirical observation. The eyewitness writes "I have a series of photos that I took while flying past Mt. Fuji in Japan several years ago. After loading the photos and viewing them, there seems to be an object in one frame that I cannot identify. The pictures were taken in quick succession, and a time window can be estimated fairly accurately because of some cloud movement off the mountain. This, to me would rule out another airplane flying by in the distance because of the short time window the shots were taken. Anyhow, I would like to have someone view the whole series to determine the nature of the object. Please give me some info on how to go about this, or to whom I can send the images to via email, or prints."
