UFOs OBSERVED IN BLACKOUT AREA DURING UNEXPLAINED POWER INTERRUPTION on August 15, 2003, By Christopher Montgomery, researched and written for scifi.com and the UFOlogy Resource Center
I have been researching the hypothesis that UFOs are somehow responsible for unexplained power interruptions. This theory has held the interest of laymen and scientists alike, including the US Air force project Blue Book. The subject was extensively researched and investigated by the CONDON COMMITTEE led by Dr. Edward U. Condon of the University of Colorado. The committee's findings who's findings have been hotly contested by most UFO investigators, upon careful examination of their data would lead to the conclusion that several ufo cases remained unsolved and unexplained during the time of their investigation. I have acquired numerous data over the decades that I have gleaned while I have been researching this perplexing and somewhat mysterious enigma. Here is some of that research...

This sighting occurred in April 1976. I worked for the local telephone company as an installer/repairperson. I had just finished my lunch in a rural area and was heading back to the central office. Nearby was a power-generating substation with a high-voltage line going to the northwest.
As I approached this power line, I noticed a strange object slowly hovering over and following the power line. This object was flat on top and bottom with sides that slanted outwards from the top; the points where the top and side, and the bottom and side, came together were rounded. The object was round and was a dark-gray color that reflected the sun. I estimate that this object was 50 to 60 feet in diameter and 12 to 15 feet thick. I watched this object for about 10 minutes until it went out of my sight. It followed the power line all the time that I watched it, and it looked as if it [the UFO] was still following it [the power line] after I lost sight of it.
This case represents what I have termed an extremely low altitude UFO sighting. Sightings of this type are rare and comprise a small minority of the overall volume of UFO cases that we receive at the UFO Resource Center. The attraction between UFOs and man-made electrical energy has mystified investigators since the UFO wave began just prior to the Roswell UFO crash around in 1947.
The highest concentration of UFO sightings has always occurred over populated areas of the earth. Some have speculated that this is due to a natural curiosity of the UFO occupants, who may be monitoring our technological growth. As cities and towns evolve, there is a corresponding upswing in the utilization of technology such as electrical energy.
UFOs have frequently been spotted hovering over radio broadcasting antennae, energy transfer stations and the cooling towers of nuclear power plants. They have been seen (on rare occasions) following power lines or transmission wires. This enigmatic aspect of UFO investigation has been well documented by many authors, including writers like Jacques Vallee, Frank Edwards and myself.
All forms of matter generate some form of electromagnetic signature. This can be determined by Einstein's theory of relativity (Energy equals mass times the speed of light squared). Take the mass of any given object (on earth we call it weight) and multiply it times the square root of the speed that photons, or light travels. This will give us the electrical potential of any given object.
It is known that all electromagnetic motors create an ambient pocket of electromagnetic radiation when they are in operation. The strength of this energy depends upon the device that is creating them. For example, your computer generates specific amounts of radiation. You can test this by turning on a television with antennae nearby. You will notice that on some channel frequency, you will detect this radiation as lines across the screen. There may also be an audible interference as well. In the UFO case report (above), we cannot say for certain what the actual ratings of these particular power lines were. The size and strength of this Em (electromagnetic) field can be large or small, depending upon the rating of the power line in question. A 230-Kv circuit is not unusual for an electrical supply line such as the one described above. That leads us to the next possible explanation.

This object was witnessed at an extremely low altitude. The eyewitness described an object that was "50 to 60 feet in diameter and 12 to 15 feet thick." The eyewitness also states that he "worked for the local telephone company" Given the experience of the eyewitness working on and around power lines, I feel that it is safe to say that we can rule-out coronal discharge, as a possible explanation.
Electrical generation stations and power stations can generate a very strong electromagnetic field also. This is especially true of power transmission lines. The eyewitness said "Nearby was a power-generating substation with a high-voltage line going to the northwest. As I approached this power line, I noticed a strange object slowly hovering over and following the power line"
This brings to mind one possible explanation. According to some scientists, the eyewitness may have experienced a visual hallucination caused by the effects of a strong electro-magnetic field on the brain and central nervous system of the eyewitness. High amounts of electromagnetic radiation have been known to cause visual as well as audio hallucinations. The late Carl Sagan states that studies have been done to analyze the effects of "strong magnetic fields across the subject's brain." Although this may account for some UFO sightings, he suggests that this explanation does not account for all UFO sightings, especially when observed by several eyewitnesses. TRANSCRANIAL MAGNETIC STIMULATION
TMS, or Transcranial Magnetic Stimulation was applied to study the affects of electromagnetic waves upon the brain. It was found that strong, well-aimed magnetic fields and signals could affect the brain's operation. This information suggests that small lesions form on specific areas of brain tissue, including the cerebral cortex. Researchers believe that this may be used to enhance the function and overall performance of our gray matter. I would speculate that spectral rays of microwave radiation, continually bathes us with electromagnetic radiation that emanate from sources like power lines and should also have an affect on the brain. There is a link to the way our minds work before, during and after we are exposed to high levels of electromagnetic waves. ("Open your mind; "The Ethics of Brain Science" in THE ECONOMIST May 25, 2002).
The ripple effect postulates that the behavior of the elusive UFO can be compared to the effects of a pebble tossed into a pond. When the rock is tossed into the water, life forms that live below the surface quickly dart away. Concentric rings form as ripples radiate from the epicenter of the disturbance. As soon as the water is calm again, the underwater life forms quickly return in greater numbers, to investigate the intrusion upon their world. This suggests that any disturbance to their habitat would naturally draw their curiosity. The same may hold true for the UFO.
With the advent of technology comes the development of new and more powerful weaponry. The detonation of a nuclear device in the desert of New Mexico preceded a wave of UFO sightings that began in Europe. The flurry of UFO reports was especially frequent in Scandinavia and Russia. A rash of sightings, which occurred in United States of America, followed this.
Some have speculated that the initial detonation of the nuclear bomb created a ripple effect in the time/space continuum. I will take that theory one step further and add that the detonation of a nuclear device creates a rip, or hole in the time/space continuum. This may have allowed the UFO intruders time to come into our dimension, to investigate the destructive capability of the inhabitants of earth.
According to Vincent H. Gaddis, author of MYSTERIOUS FIRES AND LIGHTS, has presented a hypothesis that some UFOs may actually be creatures that live in the upper reaches of earth's atmosphere. The theory holds that these object feed on energy. They would normally live in the upper atmosphere where concentrations of ambient energy from cosmic rays would be the highest. These sky creatures have migrated down to the lower altitudes of our earth to feed on electrical energy produced by our technology. "The belief in atmospheric animals is an ancient one and has been referred to by some historical writers. This concept in some cultures was part of a belief in the existence of non-human entities who inhabited regions beyond the very limited range of our senses, but who occasionally entered our vibratory level" John P. Bessor had evolved a theory about this possible explanation for UFOs back in 1946. Bessor presented his theory to the US Air Force in 1947. One officer stated that it was "one of the most intelligent theories we have received"
USAF investigators had seriously considered the space animal theory. He cites an official UFO report released to the press in 1949. A portion of this UFO report states "the possible existence of some sort of strange, extra-terrestrial animals has also been remotely considered." (Gaddis page 27)
The hypothesis that UFOs are actually living creatures is nothing new. We can look to the HOLY BIBLE, for clues. In "The Book of Ezekiel" the prophet describes this particular UFO as containing living creatures. His description of that conveyance, suggests that the craft was actually a living being. We can read his depiction of this craft in Ezekiel Chapter 1, verse 20 and 21. Ezekiel suggests that the spirit of these living creatures were in the wheels. Some may interpret this to mean that angels occupied this conveyance while others believe that angels become one with their craft during its operation. UFOs and/or their occupants seem to have more than just a passing interest with power transmission lines and/or power transfer stations. In fact, UFOs may have come to the close proximity of electrical power systems at some point during their sighting. We need to reevaluate the UFO evidence, as this possibility is often overlooked. Dr. Hermann Oberth headed a commission to investigate UFOs for West Germany. He had worked with Dr Werner Von Braun at the great rocket arsenal in Huntsville, Alabama. According to Dr. Oberth, this famous rocket scientist claimed that UFOs use a form of "electrical propulsion." They are able to "distort the gravitational field, converting gravity into a usable form of gravity. Oberth claimed that UFOs were conceived and directed by "intelligent beings." They do this through the electrical conversion of gravity into energy. If this were true, it would explain why UFOs are often seen near sources of electrical power. The National Investigation Committee on Aerial Phenomenon tabulated numerous sightings of UFOs and correlated those with unexplained power interruptions. Many of those power disruptions followed on the heels of UFO sightings. Those working for power companies often reported these objects. It comes as no surprise that these power companies and the people working for them feel more comfortable reporting UFOs when they don't have to worry about loosing their jobs. This raises my suspicions that any study performed by an agency that is associated with the US Government will receive less than accurate reporting by those agencies involved and hence a report that is less than factual in content! In Incident at Exeter (Fuller, 1966), the massive power failure in the Northeast Power Grid had created one of the biggest mysteries in the history of UFO research. By November 11, the press was reporting that the Northeast was "slowly struggling back toward normal." (The NEW YORK TIMES, November 11, 1965)
The cause of the great blackout remains unknown. Authorities had to admit that there wasn't any possible explanation nor could they reassure the public that it would never happen again. Fuller says, "There was a curious lack of physical damage...only a few generators were out of action as a result of the power failure, not a cause. What's more, the utilities were able to restore service with the exact same equipment that was in use at the time of the blackout. What happened that night was not only far from normal; it was mystifying. If there had been a mechanical flaw, a fire, a breakdown, a short circuit, a toppling transmission tower, the cause would have been quickly and easily detected. Mechanically, however, the system as a whole was in perfect repair before and after the failure." The fact is that they looked for trouble - but couldn't find any at all." Robert Ginna, Chairman of the Rochester Gas and Electric Corporation, said, "Suddenly, we didn't have it," he said. "We don't know what happened to the 200,000 kilowatts. It just wasn't there." The source of the difficulty was traced to a remote-controlled substation located in Clay, N.Y. near Syracuse where everything was found to be in order.
A private flight instructor who was joined by his student passenger spotted a UFO as their plane was approaching Hancock Field, Syracuse. Fuller writes that the UFO was seen "just over the power lines near the Clay substation." The object was described as "a huge red ball of brilliant intensity about 100 ft. in diameter," according to Fuller. There were a total of five eyewitnesses who had seen this historic UFO event. They included the Deputy Commissioner for the Federal Aviation Agency, C. Walsh. The UFO sighting was said to have occurred at 5:16 p.m., at the very moment the outage occurred. Fuller said that this was noted briefly by the press, "and then immediately dropped without follow-up comment."
Observations of other unusual aerial objects were reported from other places in the Northeast. They included New West Orange and Newark, N.J., York City, N.Y., Philadelphia, Pa., Holyoke and Amherst, Mass., as well as Woonsocket, R.I. From that information, I can say that there does appear to be a direct connection between the UFO that was reported over the Clay substation and the great blackout of the northeast that occurred on November 9, 1965.
Roy Craig is a UFO investigator who had worked with the Condon Committee. Of his investigation into unexplained power interruptions associated with UFOs, he says, "J. L. McKinley, Manager of System Operations, Public Service Company Colorado, assisted us with the technical aspects of the study of possible UFO-related electric power system failures. As a member of the North American Power Systems Interconnection Committee, Mr. McKinley is concerned with and informed about all aspects of power generation, transmission, and distribution in the local area and in the nation as a whole. We asked him whether there are power outages, the underlying cause of which remains unexplained. In a letter dated 11 October 1967, he answered as follows:
"I am not aware of any major power disturbances the causes of which are concealed behind a cloak of mystery. When we say that a 'cause is unknown', we mean that we have not found, after reasonable inspection, physical evidence of the cause. For example, a transmission line faults, circuit breakers open, and the relays sensing the fault causing the trip out show a ground target, which means that one of the phase conductors has been grounded. If the fault is instantaneous from a lightning strike, the circuit breakers will close, restoring the line in service. If the fault is permanent the circuit breakers will close and again open. In either event an inspection will result; in the case of the lightning strike, some physical evidence of the strike may be evident; in the case of the permanent fault, the cause will be found, perhaps a tree has fallen into the line, etc. If no physical evidence is apparent upon inspection, a subsequent breakdown of some component may result, improper functioning of control or protection equipment may be found on routine tests, or, if the same fault occurs frequently, a much more intensive effort will locate the cause. Sometimes large birds will cause transmission lines to trip and it is very difficult to find evidence of physical damage, the dead bird or feathers, etc. being the only evidence.
"Equipment failures causing power outages are usually very easy to locate unless such outages result from the malfunctioning of the more sophisticated types of control or protection devices. Then specialized technicians must resort to extensive testing of the performance of these devices." (THE SCIENTIFIC STUDY OF UNIDENTIFIED FLYING OBJECTS; Craig pages 163-164) (Reference #3)
It appears obvious that this representative of the power companies had nothing to hide. His response to that query by researchers at Colorado University and by investigator Roy Craig fail to answer the question as to why UFOs are seen near power lines. We cannot ignore the possibility that their response was somewhat jaded. Could this be another red herring by the Condon Committee?
In his book, INCIDENT AT EXETER, investigator Fuller reveals that UFO reporting agencies like NICAP and APRO have been documenting the mysterious sightings of UFOs near power generation facilities. In response to what some claim to be the scientific investigation of UFOs, Fuller said when more scientists become able and willing to investigate the subject without prejudice, some progress might be expected that has been lacking to date. When you add the numbers for the month, date and the year (081503) you get the number 17, which is the date when everything started to return to normal. CASE 46 THE SCIENTIFIC STUDY

What drew my interest to this particular case is that it is one of two cases that I recall where Condon's boys documented and received photographs of UFOs that came near power lines. I don't think anyone else has discussed this, moreover ever noticed the connection between them. I have broadened my scope to include the attraction between anomalous objects also known as UFOs and electrical power in any form. The first case that I would like to cite as an example of a UFO that drew close to a set of power lines was in Santa Ana, California where photographs were taken of a UFO near telephone poles where the telephone and or power lines were clearly visible in those pictures. These photographs clearly show the object near the electrical lines. The Condon committee was so drawn into debunking the whole case, that they got hung-up on the fact that this object could have been a model hanging on a string, (which was later dismissed as inadmissible hypothesis)
This begs the question: Did they not see the forest for the trees? The way this case was presented suggests that they neglected to mention this paradigm because they knew of the connection between UFOs and power lines, and so they deliberately excluded this from their report.
If this was the case, the whole purpose of the Condon report was cover-up. This lends weight to the notion that the Condon Report was a sham. Furthermore, their report contained in the paper that they had submitted to the USAF, would cause the military to continue their research into the power systems of the alien spacecraft. If this were true, then it would certainly lend credibility to the phenomenon, which would have totally spoiled the objective of their investigation. To wit: to show the general public that UFOs were not real, while gathering information to form a baseline for additional investigation, that would go totally underground to be dealt with in ultra top-secret facilities like AR-51 and S-4
Despite the fact that their reports had provided enough information to substantiate the premise that UFOs were drawn to electrical power systems, they were unable to make the connection between the UFO and power lines. In all three cases that were extensively investigated by the Condon boys, this factor was never mentioned and for whatever reason, was overlooked. In all three cases, the UFOs drew close to some form of electrical power system. In two of the cases they were photographed and in the same picture, the power lines were clearly visible. These three very significant cases that I am referring to are as follows:

"While it would be exaggerating to say that we have positively ruled out a fabrication, it appears significant that the simplest, most direct interpretation of the photographs confirms precisely what the witnesses said they saw. Yet, the fact that the object appears beneath the same part of the overhead wire in both photos can be used as an argument favoring a suspended model. "

HERE IS THAT CASE REPORT...
"Abstract:
Witness I reportedly saw a metallic-looking, disk-shaped UPO. She called her
husband, they located their camera, and he took photographs of the object before
it disappeared in the distance.
Background:
Time: 7:45 p.m. PST (1,2); 7:30 p.m. (3).
Position: Approx. 10 mi. SW of McMinnville, Ore. on the farm of the witnesses: 123 19' 50" W, 45 06' 15" N (7).
Terrain: Rolling farm country, elv. 210 ft.; houses several hundred meters apart (7).
Weather Conditions: Dull with an overcast at about 5,000 ft. (2, confirmed by the photos).
Sighting, General Information:
The sighting occurred in the back yard of a farm about 0.2 mi. S of the "Salmon River Highway" (U.S. 99W (7). Witness was feeding rabbits in the back yard, S of the house and E of the garage when the object was first sighted (1,2,3,6), apparently toward the NE (6). Witness II was apparently in the house at this moment, as three of the accounts (2,3,6) refer to Witness I calling to him and running into the house to fetch him from the kitchen, although one account (1) states that they had "been out in the back yard," and "both... saw it at the same time."
As far as Witness I could remember 17 yr. later (6), the rabbits gave no indication of disturbance.

Immediately after they both saw the object, apparently as it was still in a NE direction, moving slowly toward the W (6), they thought of their camera (1,2,3,6). Witness II ran to the car, thinking it was there, but Witness I remembered it was in the house and brought it (1,6). Witness II took the camera, which was already loaded. The roll of film had been purchased during the winter and already had two or three shots on it (4).
At this time "the object was coming in toward us and seemed to be tipped up a little bit. It was very bright -- almost silvery -- and there was no noise or smoke" (1).
Witness II explained that he took the first picture, re-wound his film as fast as possible and then as the object gathered speed and turned toward the northwest, he had to move rapidly to his right to get the second picture. Both were snapped within thirty seconds, he estimated (1). According to another early reference: "[Witness II] elaborated, 'There wasn't any flame and it was moving fairly slow. Then I snapped the first picture. It moved a little to the left and I moved to the right to take another picture.'" (3). Plates 23 and 24 show the two photographs in the sequence taken. During this interval the object was moving quite slowly, apparently almost hovering, and it apparently shifted both its position and orientation in a complex way, changing direction and tipping just before it moved away, as indicated in Plate 25 (2,6). However, Witness I described it as "not undulating or rotating, just 'sort of gliding'" (2). The UFO accelerated slowly during or just after the second photograph and moved away rapidly toward the west (2) . Witness I ran into the house to call her mother-in-law, got no answer, and returned outside just in time to see the UFO 'dimly vanishing toward the west' (2). - (Emphasis, mine; CM)
Investigation:
The witnesses described the object as "very bright - almost silvery" (1); "brightly metallic, silver or aluminum colored, with a touch of bronze...appeared to have a sort of superstructure... 'like

a good-sized parachute canopy without the strings, only silvery- bright mixed with bronze'" (2); silvery on top but with more bronze on the bottom, the bottom being different (but, this being seventeen years later, Witness I was unsure whether it was darker)...shiny but not as bright as a hub cap...resembling a dull, aluminum-painted tank (which Witness I pointed out to the writer in our interview)... "awful pretty" (6). The rather bright, aluminum-like, but not specular, reflecting surface appears, to be confirmed by analysis of the photos (see below). There was no noise, visible exhaust, flames, or smoke (1,3,6).
When the object tipped up, exposing its under side to the witnesses, they felt a gust of wind which they thought may have come from the UFO. "'...there was a breeze as it went overhead... which died down later'" (2). In the interview with the writer, Witness I stressed this, remarking the wind was "about to knock you over," though Witness II (interviewed separately) remarked that it made only a "very little" breeze as it was getting ready to fly off (6)." After reviewing this case, I was haunted by these words: where witness II remarked that the UFO made 'very little' breeze, as it was getting ready to fly off. Those comments by the eyewitness reminded me of a similar case investigated by the Condon Committee. It involved the disruption of power to an automobile's electrical system, with evidence of Electro-magnetic or Electro Magnetic gravitational effects of the care and its components like the tape in the tape player or the changes, which had occurred to the car's rear window. Please see Case 39, South Pacific, Fall 1967, Investigator: Craig, Condon IBID page 582 where witness reported "a strong pressure exerted from above, pressing down on his head and shoulders. Craig reports that:
"In Fall of 1967, a business executive was driving alone in a 1964 Chrysler convertible in a remote region of the South Pacific area, when at 3:30 or 4:00 a.m. his car stopped, the lights went out, and the radio went dead. He reported feeling strong pressure exerted from above, pressing down on his head and shoulders. He then saw, through a break in the fog in which he had been driving, an unidentified object that moved over his car and hovered over the highway ahead."
What piqued my curiosity was whether the "wind" that witness I reported may have been misidentified. I would theorized that the feeling of force exerted by the object as it flew by could create an effect that would be misinterpreted as wind by those outdoors, but strictly as a feeling of pressure when isolated within an enclosure such as an automobile. It would be easy for them to assume that it was a wind, as there would have been nothing else to compare it to. One misidentified the feeling as what he described, as a stiff wind, while the other being well aware of the feeling that a wind makes, did not make the association between the two, but probably dismissed it.
It would be possible that the force that they were feeling was very similar to the case in the south pacific, where a UFO transmits energy, which it then draws it from an automobile's electrical system and creates in the eyewitnesses that can be compared to health effects as well... (I.e. - postural changes, causing dizziness, often due to quick and sudden changes in blood pressure, heart rhythm, etc. changes, etc.). Although the Condon team did not recognize this, the information that they provided in their book seems to substantiate this aspect of their encounter. The fact remains that both eyewitnesses disagreed on the source of the stimulation at their proximal vantage from the distal object, the UFO.

"While he was on duty, a Traffic Investigator observed that his two-way radio had been cut off just before a metallic-looking disk allegedly moved across the road in front of him. He took three photographs of the object before it moved off into the haze and emitted a ring of smoke. He drove down the road about a mile and photographed the smoke cloud. The evidence regarding the object's reality is inconclusive and internally inconsistent".

The eyewitness did in fact report that there was a power-generating substation with a high-voltage line going to the northwest. As I approached this power line, I noticed a strange object slowly hovering over and following the power line. Scientists have long held the belief that electromagnetic energy can affect the function of our brains and nervous systems. My subjective opinion would be that this was not an audio/visual hallucination but given the objective nature of UFO investigation, we cannot rule it out. I do not want to muddy the waters. The mysterious connection between unidentified flying objects and electrical power sources remains unclear and open for speculation at the present time.
The fact is that UFOs have been known to cause unexplained power interruptions. This includes automobile engines, radios, television and other appliances that utilize the electromagnetic spectrum. We cannot ignore these cases (according to Fuller, they are well documented by agencies such as NICAP and APRO). While representatives like J. L. McKinley seem comfortable with their explanation for power outages, those that document UFO sightings are not. To the best of my knowledge, they haven't been asked to explain the mysterious power outages associated with UFOs and documented by the UFO reporting agencies.
Moreover, we can say that reliable witnesses have seen UFOs near electrical power systems. What those objects are doing cannot be explained and their objective is unclear. We cannot attribute the great black out of 1967, New York to natural causes as McKinley had suggested. NICAP and other UFO reporting agencies continue to collect and assimilate all of the data; the reason for this dichotomy may one day be solved.
The evidence suggests that the UFO is drawn to major population centers where modern technology is in regular use today. From the information that I have in my files, the research I have gathered and the resources available at our online database, the evidence is supported. This case remains unsolved. (Reference #1).
