This so called "meteor" or UFO would've had to enter Earth's atmosphere at the precise angle or inclination to survive. Most everything burns to a cinder. Observation: The impact crater doesn't appear to be the work of a meteor. So an actual "meteor" must be ruled out. One hypothesis suggests that this was sent by some intelligence. I agree that there is a chance that this thing could have come from alien technology; there have been incidents where UFOs have been known to drop vials or tubes from their conveyances. Therefore, an extraterrestrial aka "alien" source would have to be ruled out.. That leads us to a more plausible theory. My colleagues have suggested that this incident could have been the results of a highly classified test-gone-bad by Soviet, Chinese or US technology (plausible).
